INC21 Communications is the parent company for JumPage Solutions. This company sends out new-account welcome letters for services that were not requested or were offered for free during a phone solicitation. Their hope appears to be that you ignore the letter, since you likely did not request the service or thought it is free. DO NOT IGNORE THE LETTER - If you fail to respond that you did not request the services they offer or do not accept their terms, within 15 days, you will be billed by having the charges added to your phone bill. About Cramming

This method of using your phone bill to obtain payment is known as "cramming". This technique relies on charges being hidden in your overly-complicated phone statement, and many people just pay it without question. A number of companies attempt this approach with businesses and individuals, but their communication letter usually looks like an invoice and identifies itself as a solicitation for business - in the fine print. JumPage Solutions has taken it to a new level by offering free services to establish an account in your name and then charging for the services through your phone company.

The FCC’s Truth-in-Billing Rules

The Federal Communications Commission's (FCC) Truth-in-Billing rules require telephone companies to provide clear, non-misleading, plain language in describing services for which you are being billed. Because one telephone company, usually your local telephone company, may include charges you incurred for another company's service on your bill, the company sending you the bill must identify the service provider associated with each charge. If a bill contains charges in addition to basic local service, it must distinguish between charges for which non-payment will result in disconnection of basic, local service, and charges for which non-payment will not result in disconnection. Telephone companies must also display, on each bill, one or more toll-free numbers that you can call to ask about or dispute any charge on the bill.

This information empowers you to protect yourself from cramming and other types of telecommunications fraud. It also helps you make informed choices when you shop around to find the best telephone service to meet your needs.

How you can fight these charges

If you receive a letter from JumPage or any of the AKA (also known as) companies listed above, follow these steps to avoid being charged:
  1. Send an email to the company email addresses on this page indicating that you did not request their services and do not want their services. NOTE: the email address on the letter you received may or may not be active.
  2. Follow that with a call to the company and ask to speak to Mr. Lin, tell him the situation as you detailed in your email.
  3. If you are satisfied that the issue is resolved, retain the paperwork and notes on the response you received from the company. Make sure that you keep track of names and dates, in case you are billed later.

  4. Use the complaint forms of the Better Business Bureau, Federal Trade Commission, and the California State Attorney General (available below) to register an official complaint.

  1. Contact your phone company and let them know that you did not authorize the charges - have them reverse the charges.
  2. Go to the steps above to completely resolve the issue and/or report the problem to the proper authorities.
